Narcotic Unilateralism in the U.S. Foreign Policy: The Case Study on the 106th U.S. Senate Drug Debate on Plan Colombia

이 연구는 미국의 플랜 콜롬비아(Plan Colombia) 원조 과정에서 나타나는 일방주의적 반마약정책을 탐구한다. 이 연구는 2000년 6월 21일 있었던 제106대 미국 상원의원들의 플랜 콜롬비아에 대한 투표 및 의제설정을 분석함으로써 일방주의적 반마약정책을 코카 네이티비즘(Coca Nativism) 그리고 페리퍼럴 에어리얼리즘(Peripheral Aerialism) 두 개념으로 분석한다. 첫째, 코카 네이티비즘은 미국이 국내 마약문제를 해결하는 데 있어서 수요 보다는 공급의 해결을 우선시 하는 원칙이다. 즉, 미국 정부는 국내 마약 문제를 논의할 때, 국외 마약 생산 및 밀매 국가들을 단호하게 비판하고 반면에 미국 국민들을 희생자로 인식한다. 둘째, 페리퍼럴 에어리얼리즘은 미국의 반 마약정책에서 나타나는 공수 기동성(air mobility) 중심의 간접적 군사원조 원칙이다. 예컨대, 헬리콥터 및 장비, 인력, 정보, 훈련 지원 등을 바탕으로 한다. 이 연구는 미국의 콜롬비아 원조정책과 군사행동이 미국의 국내 마약문제 해결을 최우선 고려사항으로 하고 있고 이는 미국 일방주의 외교정책의 핵심 동인임을 주장한다.
