이 글은 NGO(Non-Governmental Organization)의 태생적 이유와 동기가 되는 공익성과 이에 따른 윤리성의 문제를 실증적인 차원에서 분석하고, 우리사회에서 NGO가 갖는 공익성과 윤리성의 수준이 어느 정도 위치하고 있는지를 규명하려고 한다. NGO는 그 용어상 공공의 이익을 추구하는 집단이며, 이에 따른 매우 엄격한 공익성과 윤리적 책임감을 필요로 한다. 따라서 NGO가 공익성과 윤리성을 상실하게 되면 사실상 NGO의 존립의 근거가 사라지게 되고 그 유지 또한 어렵게 될 것은 자명한 일이다.NGO에 대한 사회적 요구와 기대는 높아지고 있고 NGO가 보다 효율적으로 운영될 수 있는 방안이 모색되어야 한다는 자성의 움직임이 일어나고는 있지만 이들에 대한 공익성이나 윤리성에 관한 논의는 거의 없다. 적어도 우리사회는 NGO와 관련해서 만큼은 그 태생적 이유와 동기를 들어 공익성, 윤리성에 대한 문제가 자동적으로 성취되는 것으로 보았고, 이에 따른 깊은 성찰 역시 매우 부족했다. 하지만 현 시점에서 조금만 주의 깊게 살펴보면 일반적인 의미로 받아들여지고 있는 NGO는 무엇이며 어떠한 특성을 가지고 있는지, 공익성과 더불어 책임으로서의 윤리적 수준은 어느 지점까지 설정될 수 있는지, 이들에 대한 평가의 문제 등의 논의는 여전히 진행 중이다.이 글에서는 NGO의 윤리성 문제를 책임윤리의 문제로 국한하여 NGO에 요구되는 윤리의 내용에 대한 이론적 연구에 비추어 실제로 NGO의 활동과정에서 요구되는 윤리성의 정도에 대해 어떻게 인식하고 있고 더 나아가 어느 정도 평가받고 있는지를 실증적으로 다루고자 한다.
Abstract
People want to improve their living in today's world where autonomy and pluralism are value, and they try to secure their identity and win their rights through reflecting on themselves. One of the entities use to satisfy people's civic desire is a NGO(Non Governmental Organization). NGOs were originated to solve various societal problems with the voluntary participation of citizens through working toward public good. This paper empirically discusses two important characteristics of NGOs: ethnical and public responsibility. As its name NGOs says, Korean society requires the high level of public interests and ethical responsibility. In this sense, the ethics and publicity are foundation of NGO and the loss of responsibility could threaten the survival of NGO. Moreover, high social demands on the ethics ask NGO a effective management. The academic discussion on ethical and public responsibility of NGO has been ignored so far. In this sense, it is very good time to think over diverse aspects of NGO and empirically evaluate is the level of ethics and publicity in Korean NGOs.
