초록

In recent years, over-tourism has emerged as a critical issue in urban tourism, particularly in the wake of a rapid post-pandemic recovery in international travel. This study explores the phenomenon of over-tourism from an urban perspective, analyzing its causes, socio-econom ic and environmental consequences, and possible strategic responses. Through a combination of literature review and empirical research, the study examines the perceptions of local resident s, policy-makers, and tourism experts regarding effective countermeasures. Using the 11 strategi c recommendations presented by the UNWTO (2018), the research surveyed 60 participants (20 each from residents, experts, and policy-makers) through face-to-face interviews. The result s show varying priorities across groups: residents prefer strategies ensuring local benefits and community participation, while experts and policy-makers emphasize regulatory adjustment s and time-based visitor dispersal. Common ground was found in the shared preference for managing tourism flows by time distribution. The study concludes that no one-size-fits-all solution exists for urban over-tourism; rather, tailored, inclusive governance models are essentia l. Strategic, sustainable, and participatory approaches, such as engaging stakeholders, enhancing infrastructure, and managing tourism demand spatially and temporally, are recommended to mitigate the negative impacts of over-tourism and support resilient urban tourism systems.
