Abstract
The border walls are soaring into the sky. This can be considered the direct cause of cosmopolitanism not emerging from hibernation. As the world moves towards greater standardization under the conceptof "Oneness," inequality and cultural discrimination between countries will grow proportionally, and “citizens of the world” may never have their original faces(all human beings). Here in lies the reason why global citizenship has not emerged as a central topic in the global intellectual world and always hovers on the periphery. However, mysteriously, globalization has recently been manifesting itself under the guise of cosmopolitanism. The world domination of global capitalism is disguised as cosmopolitanism. The reality of the global community we face today is that the tyranny of barbaric neo-liberalism regards even cosmopolitanism as prey. This is why the anti-globalization or alternative globalization movement has evolved into a form of critical cosmopolitanism. Critical cosmopolitanism can be summarized as the reexamination of "humanity" through the principles of diversity and openness. In this study, through the concept of “cultural territory”, Hong Il-Sik maintained a critical stance against the tendency of political and economic uniformity centered on powerful countries, which can be considered a hotbed of inequality between countries and cultures, and dreamed of a democratic, humanistic, and peace-oriented world order. This is why we want to provide a place to newly evaluate the cultural philosophy of Hong Il-Sik. The essence of Hong Il-Sik's cultural cosmopolitanism lies in establishing a new "cultural territory" rooted in the particularity of local cultures, and to promote human culture through the principles of altruism, humanism, and peaceful coexistence on the newly constructed territory called “Earth”. Hong Il-Sik's theory is “‘cultural' cosmopolitanism” because it is a cultural theory based on the ‘global community', and because it is a philosophy designed to preserve humanity, thus it can be classified as "neo-humanistic cosmopolitanism."
