4.19의 정치사적 의미와 성격에 대하여 논란이 많이 있었다. 한때는 그것을 단순한 의거로 격하하기도 하였으나, 한국 정치가 민주화가 된 뒤에는 그것을 하나의 혁명으로 받아들이는 경향이 강하다. 많은 논란 이 있지만, 4.19의 성격을 규명하려는 학술적인 연구는 사실 부족한 형편이다. 이 논문은 4.19가 혁명에 못 미치는 정치적 ‘봉기’라고 규정한다. 혁 명은, 사회 혁명이든 정치 혁명이든 의식 혁명 또는 산업 혁명이든 기 존의 구조가 비교적 단기간에 심대하게 바뀌는 현상을 일컫는다. 4.19 를 통하여 부패하고 권위주의적인 이승만 정권이 자유민주주의 절차에 충실한 민주당 정권으로 바뀌기는 하였으나, 그것이 한국 정치 구조 자체의 변화를 가져오지는 않았다. 정치경제적 엘리트와 지배세력은 4.19 이전이나 이후나 아무런 변화가 없었다. 4.19 주체세력이나 일반 국민들도 이승만 정부의 부정선거와 부패, 권위주의에는 반대하였으나 그 뒤에 어떤 새로운 정치 질서를 어떻게 만들 것인지에 대해서는 모 호하였다. 봉기는 부정하거나 억압적인 권력에 대해 대중이 들고 일어 나 저항한다는 의미를 지니고 있다. 그러한 봉기를 통하여 이승만 정 부가 무너지고 자유민주주의 절차를 복원하였지만, 이승만 정부 자체 의 구조도 자유민주주의 헌법에 기초하고 있었다는 점에서 볼 때 당시 한국의 정치체제가 본질적으로 전환된 것은 아니었다. 말하자면 4.19 를 통해 정부 형태가 대통령제에서 의원내각제로 바뀌고 이승만이 자 주 무시했던 민주 절차가 복원된 것이었다. 4.19가 혁명이 아니었다고 하여 그것의 정치사적 의미가 작아지는 것은 아니다. 그것은 한민족 역사상 처음으로 일반 국민이 권력자를 몰아내고 새로운 질서를 창출한 사건이며 이후의 민주화 운동에 정신 적 토양을 제공한 매우 중요한 정치사적인 사건이었다.
Abstract
There are many confusions and disagreements concerning the characteristics and meaning of the April 19th uprising in Korea which occurred in 1960. The uprising toppled the corrupt and authoritarian Rhee government which ruled the Korean polity for twelve years after the inauguration of the Republic of Korea. A civilian and democratic government was installed after Rhee’s fall which only lasted for ten month due to ensuing military coup. The military officers in power downgraded the uprising as a mere ‘just actions’ but with the democratization of Korean politics, it began to be officially hailed as a ‘revolution’. However, there are dearth of academic works which delve into the real nature of the uprising, with the appraisal largely left to journalistic or everyday usage of terms such as revolution. This paper considers the April 19th incident as a political ‘uprising’ which challenged the corrupt practices and misuse of constitutional rights on the part of the regime but fell short of establishing a new democratic regime. A revolution is defined here as a profound transformation of a political and/or social structure often but not necessarily through violent means. The democratic forces at that time in Korea was indeed democratic and revived democratic practices in Korea but the nature of the ruling elite and socio-political structure before and after the uprising remained basically 4.19의 성격 111 the same. However, saying this by no means downgrade the importance of the incident in the democratic development of Korean politics; after all, it was the first incident through which the people toppled the ruling regime in Korean history, modern or pre-modern.
