국제협상에 있어 일본의 대응전략 : WTO 농산물 협상을 중심으로

Abstract

The international negotiation and Japanese Government's responsive strategy:The case of WTO Agriculture negotiationsKim Yong-Bok(Kyungnam University)This article aims to investigate on the strategic choices of Japanese Government in preparation for the WTO agriculture negotiations. The WTO negotiations which begins in early 2000, is extremely important to achieve results in the negotiations that fully reflect Japan's ideas in enacted Food/Agriculture/Farming Village Basic Law, and demonstration of the multi-functional role of agriculture and farming villages. In preparation for the negotiations, Japanese Government changed the rice policy of 'the non-trade-concern' to the general tariff measure. If Japan persists in maintaining the special tariff measure which is only adopted by an extremely small number of countries, it may not be able to gain the support of those countries with which it should coordinate in the WTO agricultural negotiations. Japanese Government implemented the effective compensation polices to the opening pressure of agriculture and the Government of Japan has received opinions from a wide-range of members of the society. Japan's Negotiating Proposal has incorporated those views and comments. Thus this trust from the domestic forces enabled the Japanese Government to enhance its negotiating power in the WTO negotiations. The Japanese responses to WTO negotiations is characterized by 'a selective accommodation type' rather than a reactive state image.
