태평양전쟁기 미 국무성의 전후 극동정책 형성과정에 관한 일고찰 -일본전문가 볼튼(H.Borton)의 ‘한국문제’ 처리안을 중심으로-

이 연구는 태평양전쟁기에 미 국무성에서 미국의 전후 대일ㆍ대한정책의 입안을 주도한 일본전문가 볼튼(H.Borton)에 초점을 맞추어, 그의 사상적 신념과 그것의 굴절 및 변용이 대일 및 대한정책의 형성 및 그 기조변화에 어떻게 연관ㆍ투영되어 왔는지를 볼튼 자신이 작성한 정책문서 및 보고서, 회고록 등의 분석을 통해 고찰한 것이다.기존의 연구는 시기적으로 주로 종전을 전후로 한 시기에 국한된 경향이 강하고, 분석 대상에 있어서도 집행단계의 정책의 내용 및 그 성격에 관한 분석이 중심을 이루었다. 따라서 미국이 한편으로 태평양전쟁에 개입하게 되면서 다른 한편으로는 전후의 동아시아전략 구상을 입안하는 초기의 시점, 즉 1942년 초반에 시작되는 정책기획단계의 동향에 대한 주목은 부족했고 그런 만큼 볼튼의 존재와 그의 역할에 대해 간과한 측면이 있었다. ‘패전국(일본)의 민주화와 해방된 식민지(한국)에서의 억압적 점령통치’라고 하는 역설적 대조를 초래한 상황은 일국(一國)적인, 그것도 전후에 실시된 점령정책 그 자체의 분석만으로는 충분히 해명될 수 없다. 오히려 미국의 동아시아 전략을 축으로 한 전시기(戰時期)의 구상과 이를 둘러싼 갈등 및 조정의 과정과 그 과정에서의 선택과 배제의 문제가 분석되어야 하며 이 점이 바로 볼튼의 사상적 굴절과 변용에 착목하게 하는 이유이다.
Abstract
A Study on the postwar Far Eastern policy making by the State Department during the Pacific War : Focusing on the plan for the Korean problems drawn up by Hugh BortonAhn, So-young (Seoul Digital University)This study is focused on Hugh Borton who, as the Japan specialist, had led the US postwar policy building regarding Japan and Korea in the State Department during the Pacific War. The analysis of policy documents and minutes drawn up by Borton shows how his thought or belief and its refraction and transformation is related to or reflected in the formation and the basic change of the policy regarding Japan and Korea.The existing studies have the tendency which is limited to the analysis of the contents and the character of policy in itself in execution phase. Therefore, not so much attention was paid to the initial planning phase which The United States was intervened to the Pacific War on one side and began to plan postwar East Asia strategy dating from the opening part of 1942 on the other side. And the existence of Borton and his role was apt to be overlooked.The paradoxical contrast between 'democratization in the defeated country (Japan) and the oppressive occupation rule in the liberated nation (Korea)' could not be explained enough by the analysis of the occupation policy itself. More importantly, it needs to analyse the policy formation in the stage of planning and the process of conflict and compromise and the matter of selection and exclusion in the process. This is the point which we should consider relating to Borton's thought and its refraction and transformation.
