Abstract
In Japan most women employees have been considered to participate voluntarily as part-time workers in the labor market. However, this paper demonstrate that it may be their involuntary choices, resulting from various gendered institutional constrains to prevent many women from being employed as permanent or full-time workers. The traditional male-breadwinner welfare regime is characterized by the gendered dual labor market, tax systems, and welfare systems in Japan. Under these institutional constraints, the social biases to claim that “part-time work is a woman's thing” and “it was chosen by the woman” have been repeatedly mobilized for influencing on women's individual choices in labor market in Japan. This fact implies that the rise of women working part-time can be seen as the outcome of enforced voluntarism. This study implies that a much more structural reform is required for replacing the male breadwinner model with the dual earner-dual carer model for the enhanced gender equality in terms of employment opportunities in the Japanese labor market.
