2003년 11월 일본 중의원선거는 1993년 자민당의 장기집권이 붕괴한 이후 계속되었던 정당들의 이합집산이 자민당과 민주당의 2대 정당제로 수렴되는 결과를 가져왔다. 자민당은 전체 의석수 480석 가운데 237석을 확보하였고, 제1 야당인 민주당은 177석을 확보하여 양당의 의석 점유율은 86%에 달하였다. 본 선거에서 자민당은 공명당과의 선거협력을 바탕으로 대도시 지역 유권자들의 지지를 확대하였다. 제1 야당인 민주당은 반 자민당 성향의 야당 지지표와 무당파층의 압도적인 지지를 받아 전후 최대 야당이 되었다. 이러한 민주당 의석수의 증가에는 선거 직전 자유당과의 통합의 효과가 있었고, 금번 총선이 차기 정권을 결정하는 선거라는 민주당의 선거 전략이 주효하였다. 현재 자민당과 민주당을 중심으로 한 2대 정당제가 어떠한 형태로 안정화될 것인가에 대한 평가는 다음 3가지 사항에 귀결된다. 즉 민주당의 수권능력에 대한 일본 유권자들의 신뢰정도, 일본 경제의 안정적 성장 가능성, 고이즈미 내각에 대한 지지정도 등이 향후 일본의 정당시스템을 결정하는 주요 설명변수가 되리라 판단된다.
Abstract
The purpose of this study is to analyze the 43th election of the House of Representative and the shift of Japanese party system. The two-party system in Japan has been realized in consequence of the election. The Liberal Democratic Party, a party of power, kept 237 seats and the Democratic Party, the leading Opposition, held 177 seats in the total 480 ones. In the results, the two parties occupied 86 percentages members of the House of Representatives. LDP was mainly boosted in middle or small size cities and agricultural districts. And in big cities, this party was upheld by backers of New Komeito, the other coalition party. DP was supported in main in big cities and by voters who have not a party to support. Shifts of the current two-party system in Japan will be under the influences of such as three points, Japanese voters' confidence on DP's political capacity, Japanese economic growth, and the present prime minister, Koizmi's popularity.
