Abstract : In order to respond to large-scale wildfires in the Gangwon region, there is a need to develop UAVs that are fast and easy to operate. Existing rotary-wing UAVs face limitations in flight safety under strong winds and restricted flight time, which highlights the necessity for fixed-wing vertical take-off and landing (VTOL) UAVs to address these issues. However, general VTOL UAVs often consume valuable time in urgent situations due to structural issues, such as the need to assemble and inspect components before flight. In contrast, Tail-sitter UAVs offer a simpler and more robust structure compared to typical VTOL UAVs, with fewer components requiring inspection, allowing for quicker mission deployment. Additionally, the durability of Tail-sitter UAVs allows for continuous reuse despite potential damage during mission flights. To take advantage of these benefits, a Tail-sitter UAV was designed and manufactured, and a simple flight safety review was conducted using aerodynamic analysis software. Flight test results revealed that the Tail-sitter's vertical take-off and landing mode was significantly affected by crosswinds during take-off and landing. Furthermore, due to space constraints, changes in the center of gravity (CG) caused by battery placement resulted in pitch oscillations, which led to a lack of flight stability.
