베트남 ‘도이머이’ 시기 정치체제 변화: 사회적 도전과 당-국가의 대응

초록

베트남은 1970년대 말부터 경제개혁을 부분적으로 추진해왔으나, 1986년 말 제6차 당대회에서 ‘도이머이’(Doi Moi)를 부르짖으며 전면적 경제개혁을 추진하면서 정치개혁을 점진적으로 전개해 왔다. 개혁의 진전에 따라 사회경제적 변화가 확대되었고, 언론, 농민, 종교계, 체제 내 비판자, 반체제운동 등을 포함한 사회로부터 기존의 정치체제에 대한 다양한 저항이 계속되어 왔다. 당-국가에 대한 사회로부터의 다양한 도전은 정치사회적 효과를 나타내기도 하였다. 사회주의체제의 근간인 공산당의 국가와 사회에 대한 영도와 민주집중제와 같은 기본논리는 훼손됨이 없이 유지되고 있으나, 계급독재가 아닌 계급간 협력을 강조한다든지, 기층민주주의 확대, 법치국가 건설을 강조하는 것은 중요한 제도적 변화라고 평가할 수 있다. 반면, 베트남에서 위로부터의 정치개혁은 정치체제 자체의 근본적 변화 없이 국가능력을 강화하는 방향으로 전개되어 왔다. 국회는 입법기능과 행정부 견제기능을 확대하고, 더불어 행정부는 행정개혁을 통하여 투명성과 책임성을 갖춘 효율적 정부로의 발전을 추구하고 있다. 베트남의 정치변동을 초래할 수 있는 요소들을 분석해볼 때, 가까운 시일 내에 급격한 정치체제 변화가 일어날 가능성은 적다. 반체제운동은 2000년대 중반 이후 확산되었으나 아직 체제에 도전할 만한 세력으로 성장하지 않았고, 체제 내 비판자가 다수를 차지하고 있으며, 이들간 상호연계도 충분치 않아 조직적 힘을 발휘하기 어렵다. 정치체제 자체의 급격한 변동의 전망이 부재한 현재, 사회의 저항에 반응하여 정치체제 내적 변동을 추구하는 체제 내 비판자, 지식인 등의 비판적 목소리가 증가함으로써, 정치체제 변화는 “내부 다원화” 확대를 통하여 진전될 것이다.

Abstract

Whereas the economic reform in Vietnam was embarked in the late 1970s and has been propelled full-fledged since the adoption of the Doi Moi policy at the 6th National Congress of the Vietnamese Communist Party in 1986, the political reform has been carried out gradually. Simultaneously, there have been continual social challenges to the party-state from mass medias, peasants, religion groups, loyal oppositions, and anti-governmental activists, as the socio-economic situation has been changed by the economic reform. Social challenges brought about some politico-social impacts, including changes to emphasize class cooperation, to broaden the grassroots democracy and to establish the rule of law. Meanwhile, reform policies from the above have focused on increasing the state capacity without fundamental change of the political system itself. National Assembly has developed its roles of legislation and checking and balancing the government. The government has sought to increase the level of transparency and accountability through the administration reform. Through reviewing the factors of political changes in Vietnam, it is not probable that the political regime would be changed radically in the near future. Anti-governmental groups are still not grown to be against the current power-holders, although they have been developed quickly since the mid 2000s. Though the loyal oppositions have been effective impacts on the political change, political activists do not have a solid network to get the synergy effect. Under the juncture of little possibility of the radical political change, increasing the critical voices of the loyal oppositions and intellectuals who are responsive to the social challenges and seek the change of the political system within the current political regime, accelerating “the internal pluralization” of the political system will lead the change of the political regime.
