북한의 무기교역 및 이전은 북한 정권의 핵심 외화벌이 수단임에도 불구하고, 그 실체에 대하여 명확히 밝혀진 바가 없다. 그 이유는 북한의 무기거래가 매우 은밀한 루트를 통해 진행되어 왔고, 이를 제재하기 위한 국제 메커니즘이 효과적으로 작동하지 못했기 때문이었다. 그러나 북한의 무기이전 전략에 대한 효과적인 대응을 위해서는 상대의 전략에 대한 면밀한 파악이 선행되어야 할 것이다. 이에 본 연구는 북한의 무기이전을 전략의 3요소인 목표, 수단, 방법의 관점에서 분석하는데 목적을 두었다. 이에 따른 주된 연구범위는 2000년대 이후 최근의 북한 무기이전 현황으로서 중점적으로는 ‘목표 및 수단의 선택’과 ‘무기밀매 네트워크’로 대변되는 방법과의 관계에 대해 규명하고자 한다. 먼저 북한 무기이전의 목표는 경제·안보·외교적 목적이 복합적으로 작용하고 있다. 북한은 경제적 목적에 따라 전통적으로 재래식 무기거래에 치중해 왔고, 지금도 무기의 수리·개량, 그리고 군사훈련 교관 파견으로 사업영역을 확대하고 있다. 그러나 WMD/탄도미사일 등 전략무기를 개발하면서 이러한 목표가 점차 안보·외교적 목적 추구로까지 확대되고 있고, 이에 따라 무기이전 수단 역시 확장되고 있는 추세이다. 이러한 가운데 향후 무기밀매 방법이 고도로 발전한다면, 무기이전의 목표와 수단은 민감한 영역까지 계속 확장될 수 있다. 그렇게 될 경우 북한의 WMD는 불량국가나 테러조직에게 확산될 수 있고, 그들의 핵능력이 계속해서 증가될 것이다. 따라서 이를 방지하기 위해서 북한 무기이전 전략에 대한 규명과 정보공유, 국제적 연대가 요망된다.
Abstract
The arms trade is North Korea’s core method of earning foreign exchange, but grasping its full extent and how it is carried out are difficult because that trade is shrouded in secrecy. This poses fundamental obstacles to South Korean efforts to counter this commerce. This study analyzes the DPRK’s arms trade strategy, focusing on its ends, ways and means. The article focuses on DPRK’s arms transfers after 2000 and its ‘selection of ends and means,’ the ‘arms smuggling network’, and the relationship between the two. Arms transfers are designed to advance the DPRK’s economy, security and diplomacy. The DPRK traditionally concentrated on economic interests through the conventional arms trade, but it has expanded its business to the refurbishment and support of military training. The purposes of this trade has expanded to encompass security and diplomacy as it has developed WMD and ballistic missiles. Its means of arms transfers have also expanded. In these circumstances, the DPRK’s ability to smuggle arms could mean that its arms transfer will expand without limit. In that case, the DPRK’s WMD, which is growing in capability, could proliferate to rogue states or terrorists. To prevent the risk of DPRK’s arms transfers, we must support information sharing and international cooperation.
