미국이 중국에 대해 본격적인 견제에 들어갔다. 미국은 범세계적 자유주의 국제질서의 재건보다는 중국의 영향력 약화를 염두에 둔 인도·태평양 신질서 구상에 더 관심이 있어 보인다. 결국 트럼프 행정부의 인도-태평양 질서 구상은 북핵문제, 대 중국정책, 역내 미군운용전략 등과 상호 연결되어 있다고 할 수 있다. 트럼프 행정부가 북한의 완전한 비핵화를 추구하든 부분적 비핵화를 추구하든 궁극적으로 북한을 중국으로부터 떼어내려 하는 것이고, 북한문제에 구속되지 않으면서 역내 미군배치를 재조정하여 중국에 대한 견제를 강화하려는 것이다. 이러한 가운데 한미동맹 2030은 한반도를 중심으로 한 군사동맹의 형태를 지속하면서 아태지역 내 다양한 위협에 대처하는데 있어서 한국이 경제적으로나 외교적으로 기여의 폭을 확대하는 ‘전략동맹(strategic alliance)’의 방향으로 나아가야 한다. 그러나 한미 양국 정상 모두 북한을 더 이상 ‘위협’으로 인식하지 않는 가운데 과연 ‘위협에 바탕을 둔 동맹(threat-based alliance)’인 한미동맹이 2030년을 향해 발전적 진화를 해 나갈 수 있을지 의문이다. 결국 한미동맹 2030은 여전히 한반도를 중심으로 한 동맹체제를 유지하되 동남아에서 전략적으로 협력을 구체화하는 모습으로 구현될 가능성이 크다. 한국이 동남아를 군사협력이 아니라 개발협력 차원에서 (동남아 국가들의) ‘군사적 역량강화(military capability-building)’를 구현할 수 있는 핵심 대상으로 설정하고 도움을 줄 수 있다. 이를 한미 전략동맹 차원에서 미국과 협의하고 이행해 나가는 것이 현명한 전략이 될 수 있다. 한국이 동남아에 대해 방산협력, 군사훈련, 원조 분야 등에서 도움을 준다면 미국은 한국이 굳이 대 중국 봉쇄전략의 최전선에 서겠다고 명시적으로 선언하지 않더라도 한국이 한미 전략동맹을 개발협력 차원에서 충실히 구현하는 것으로 간주할 것이다.
Abstract
The United States has embarked upon a serious strategic push on China. It seems the US is more interested in an Indo-Pacific order aimed at checking China rather than rebuilding a liberal international order in a global scale. President Trump’s Indo-Pacific vision is linked with his North Korea and China policies and his ideas about restructuring US forces in the region. Whether he is pursuing complete or incomplete denuclearization of North Korea, he is trying to detach North Korea from China and construct a comprehensive China strategy that can be implemented and not affected by North Korea policy. Against this backdrop, the ROK-US alliance should move toward a strategic alliance in which the military alliance continues to be centered on the Korean Peninsula while Korea expands its economic and diplomatic contribution to deal with a variety of nontraditional threats in the Indo-Pacific region. It remains to be seen, however, if the ROK-US alliance will evolve in the right direction despite the lack of a perception of a North Korean threat by its two leaders. Nevertheless, the alliance will be restructured to allow the coordination of development cooperation in Southeast Asia, a strategic frontline for US-China strategic competition. South Korea, instead of declaring that it will contain China, will have to build Southeast Asian countries’ military capability in the form of development assistance. This is the vision of a ROK-US alliance that takes the form of a strategic alliance without provoking China directly.
