Abstract
Since the establishment of new constitution in 1992, Mongol has experienced five Presidential elections and five general elections, giving the governing power to the MPRP(Mongolia People's Revolutionary Party) and the MDU(Mongolian Democratic Union) in turns. This process of regime change has been democratic and peaceful for 18 years differently from other newborn nations which accepted democratic constitutions. However, in 2008, many people protested the unexpected result of the general election which gave victory to the MPRP, causing many casualties. Under the pressure of people’s demand, the MPRP has formed a coalition government with the DP, establishing matured democratic power structure. Newly elected President Elbergdorj might coordinate important policies with the MPRP-DP coalition government. On the basis of relatively stable domestic political situation, Mongol has consistently pursued ‘preventive diplomacy’ which could guarantee the security of Mongol and Central Asia. This policy line is reflected in three diplomatic issues: (1) seeking third neighbors which could support Mongol’s independency and security; (2) maintaining observer status in the Shanghai Cooperation Organization(SCO); and (3) being recognized as a single-state Nuclear Weapon Free Zone(NWFZ) by the international law. Mongol has been successful in the process of democratization, economic growth, and establishing diplomatic relations with powerful countries pursuing her security.
