Abstract
This article tries to explore the chinese intellectuals’ perceptions on changes in the china’s state-society relations in 21st century. These perceptions identified can be categorized into four major issues. The first issue is perception on socio-structural contradictions the China has confronted. The second is characteristics and tendencies of resistance movements in civil society. The third is which development model that is most preferred by the chinese intellectuals. The fourth is some effective countermeasures to respond to all kinds of civil resistances. According to issues, these intellectuals’ responses can be analyzed in depth as below. Firstly, the chinese intellectuals regard the bipolarized contradictions as the most serious problems in China. The bipolarized contradictions means serious disparity and gaps between urban and rural areas, between coastal and inland regions, and between income strata. These social bipolarization and bureaucrats’ corruption have brought about many conflicts between state and society producing rightful resistances of various civil forces such as farmers and farm workers, minorities seeking for independence, post-1980 generation, and urban workers, and so on. Secondly, the most remarkable characteristics and tendencies in the course of rightful resistances of civil forces are expansion of SNS movement using internet, ‘struggle according to law’ and ‘struggle by law’. Especially extension of internet could not only positively promote citizens’ political participation causing political democratization, but also play a negative role as instrument of controlling and manipulating public opinions by sophisticated using internet by the state. Nowadays in relation to rural collective disputes, one of the most important causes of conflicts is struggling over land compensation regarding farmers’ property rights. Thirdly, according to surveys, as to what kind of development model of state-society relations chinese intellectuals most prefer, they choose the Singapore model overwhelmingly. This result means that the chinese intellectuals basically believe in the Lee’s thesis which the authoritarian regime is conducive to economic growth. Many of them disagree to ‘democracy advantage’ intentionally. Finally, relating to state’s countermeasures against resistance of civil society, the chinese intellectuals suggest three alternatives in order to overcome the crisis with which the state have to cope. First of all, it is imperative to promote the rule of law and institutional reforms in order to manage civil society effectively. Secondly, the fifth generation leaders have to drive the harmonized society plan focusing on the strategy of scientific development and ‘inclusive growth’. thirdly, in order to effectively fulfill this purpose, it is necessary to build hybrid model of development which is to combine the Guangdong model with the Chongqing model.
