최근 중국의 경제는 국민소득의 부문별 분배에 있어 가계 부문 비중의 저위성과 하락 추세 및 기업과 정부 부문 비중의 상승이라는 특징을 보이고 있으며 이는 주로 낮은 노동분배율과 노동분배율의 급속한 하락에 기인한다. 노동분배율 하락은 2차산업의 고용 창출이 지체되면서 평균임금이 낮은 3차산업이 고용을 상대적으로 많이 흡수하고 있는 산업구조의 문제와 더불어 높은 독점력에 기반하여 독점수익과 높은 평균임금을 누리는 국유 부문의 고용 창출이 지체되고 평균임금이 낮은 사영기업 및 개체호가 주로 고용을 창출하고 있는 기업 소유제 구조 변화에 기인한다. 노동분배율 하락은 저소비, 소득격차 등 거시경제적 문제들의 근원이다. 이를 해소하기 위해서는 국유기업 독점 해소를 통해 사영기업 발전의 공간을 확대하는 정책적 노력이 절실하다.
Abstract
Recently, sectoral and functional distribution of national income in China is showing the characteristics that the share of household is very low and decreasing, on the other hand the share of the firms and the government is rising rapidly. The low and diminishing share of household results from low and diminishing labor share in national income. The fall in labor share results from the slow job creation in the manufacturing sector and the resultant relatively high job creation in the service sector. Considering the fact that the state sector is enjoying monopoly profit and high wage rate relative to the private sector, the low labor share can be said to stem from the transformation of industrial structure and the state monopoly. Because the labor share is the reason of the macroeconomic problems including sluggish consumption, increasing income disparity etc., the policy efforts to expand space for development for private sector is desperately needed.
