교원평가정책 추진과정의 영향요인 분석: 시차적 및 정책네트워크 관점을 중심으로

본 연구는 교원을 평가하는 세 가지 정책의 추진과정을 정정길의 시차적 시각과 Marsh와 Rhodes의 정책네트워크 관점에서 분석하여 정책추진과정의 영향요인을 파악하고자 하였다. 분석결과 첫째, 장기적 변화요소는 정책참여자의 의식변화 및 참여와 통합성의 정도이고 단기적 변화요소는 정책에 대한 권한부여와 정보공유 정도이다. 둘째, 능평제가 전문성 신장으로 전환되면서 성과급제와 상호보완적 관계의 선행정책이 되어 교원단체의 지지를 받지 못했다. 셋째, 능평제는 기존의 쟁점이 지속적으로 유지되면서 정책추진이 더디게 이루어졌다. 넷째, 변화의 속도로 보면 근평제, 성과급제, 능평제 순으로 빠르고 안정성은 근평제, 능평제, 성과급제 순으로 높다. 다섯째, 전문성의 타당성을 지향하는 능평제는 숙성기간이 상대적으로 길다. 따라서 새로운 정책 추진 시 관련되는 기존 정책과의 영향요인 분석이 선행되어야 한다.
Abstract
The purpose of this study is to find impact factors related to three policies' propulsive process by analyzing Policy Network from a Time Lag perspective on Teacher Evaluation Policy propulsive process. The results of the study are as follows. Firstly, the factors of a long-term change are participants' consciousness and the degree of participation and integration. The factors of a short-term change are empowerment and the degree of information sharing on the policy. Secondly, Competence Evaluation System(the following isCES) was not supported by teachers' associations because it became the preceding policy as a complement to Performance Evaluation System(the following isPES) by changing into an expertise improvement. Thirdly, the propulsive process of CES took a long time because established issues maintained continuously. Forthly, the order of changing fast is Work Evaluation System(the following isWES), PES and CES. The order of high stability is WES, CES and PES. Fifthly, maturation of CES is relatively long because it aims the validity of the expert. So the analysis of impact factors related to established policies has to precede when a new policy pushes.
