주요국들은 교원의 전문성 개발 정책 노력의 일환으로 교원평가시스템 혁신에 주력하고 있다. 4차 산업혁명시대에 걸맞은 인력 양성 개발에 있어서 학교교육의 주도적 역할을 담당하는 교사의 역량이 공교육의 경쟁력을 결정함을 인식하고 있다. 한국은 역사적으로 1964년 교원근무성적평정, 2001년 교원성과상여금, 2010년 교원능력개발평가의 3원 체제 교원평가시스템을 구축하여 전문성 개발에 집중하고 있다. 그렇지만 현행 3원 체제 교원평가시스템은 서로 다른 목적으로 복잡하게 설계되어 평가의 복잡성, 비효율성, 심리적 부담감 등의 한계를 갖게 되었다. 이와 같은 기존 교원평가체제에 대한 비판에 대해서 정부는 2016년 3개의 교원평가시스템을 2개로 통합하여 운영하는 간소화 정책을 추진하였다. 교원능력개발평가는 전문성 평가에 활용하고, 교원업적평가(근무성적평정+다면평가)는 성과평가로 승진인사에 활용하고, 교원업적평가 중 다면평가는 개인성과급지급에 활용하는 방향으로 제도 개혁을 도모하였다. 마찬가지로 우리나라 교원평가시스템 운영실태 비교대상으로 프랑스의 경우는 역사적으로 1802년부터 중앙집권체제로 학교교육을 운영하면서 초·중등교사에 대한 교원평가를 제도화하였다. 그 이후 1960년대 말부터 논의를 전개하였으며, 1989년, 2007년, 2010년, 2016년마다 불합리한 교원평가시스템을 수정, 보완하여 지금에 이르렀다. 2017년부터는 초등학교 교사는 외부 감독관에 의해 3년마다 평가를, 중등학교 교사는 외부 감독관과 학교장에 의해 6-7년마다 평가를 실시하여, 이의 결과를 교원보수와 승진에 반영하도록 혁신하였다. 이 논문에서는 우리나라 교원평가시스템을 기반으로 프랑스의 교원평가시스템의 역사적 변천과정과 운영 실태와 특징, 정책적 시사점을 탐색하는데 있다.
Abstract
Major countries are focusing on innovating teacher evaluation systems as part of efforts to develop teachers' expertise. It is recognized that the ability of teachers to play a leading role in the development of human resources suitable for the 4th industrial revolution era determines the competitiveness of public education. Korea has historically focused on developing professionalism by establishing a three-won system for teacher evaluation in 1964 and 2001 for teacher performance bonus and 2010 for teacher competency development. However, the current three-won teacher evaluation system was designed to be complex for different purposes and thus has limitations in evaluation complexity, inefficiency, and psychological burden. In response to such criticism of the existing evaluation system, the government simplified the evaluation system of three teachers in 2016 to use the evaluation system for professional evaluation, used the evaluation of teachers' performance (assessment of the performance grade) for promotion as a performance evaluation, and promoted reform of the system to use the evaluation of teachers' performance for personal performance and pay. Similarly, As a comparison of Korea's teacher evaluation system, France has historically institutionalized teacher evaluations for elementary and secondary school teachers while operating school education under a centralized system since 1802. Since then, we have had in-depth discussions since the late 1960s, and we have revised and supplemented the unreasonable teacher evaluation system every year in 1989, 2007, 2010 and 2016. Starting in 2017, elementary school teachers were evaluated every three years by outside supervisors and secondary school teachers every six to seven years by outside supervisors and school principals, thus innovating to reflect their results in teacher remuneration and promotion. In this paper, we explore the historical transformation process of France's teacher evaluation system based on Korea's teacher evaluation system, its operational status, features, and policy implications.
