한국과 일본의 초등학교 교사평가제도에 대한 비교 연구: 메타평가를 중심으로

교사평가는 교사의 질 향상을 위한 핵심적인 기제이며, 동아시아 특유의 교사상을 바탕으로 발전한 한국과 일본의 교사평가제도를 비교하는 것은 ‘서로 다름을 통한 배움’을 가능하게 한다. 이에 본 연구는 한국과 일본의 초등학교 교사평가제도를 메타평가의 틀을 활용하여 체제론적 관점에서 비교･분석하고자 하였다. 이를 위해 관련 문헌조사와 함께 양국의 교사평가 관련자들을 대상으로 심층 면담을 수행하였다. 메타평가란 평가시스템에 대한 평가를 말하는 것으로 그 틀은 평가자원, 평가실행, 평가결과 및 활용으로 구분된다. 양국의 교사평가제도를 비교･분석한 결과를 요약하면 다음과 같다. 첫째, 평가제도 간의 연계･통합성을 살펴보면 한국의 교사평가제도는 평가제도 간의 연계가 전혀 없는 반면, 일본의 교사평가제도는 두 평가제도가 면담을 통해 긴밀하게 연결되어 있다. 둘째, 평가조직과 관련하여 일본은 교장이 세부적인 평가운영의 권한을 가지고 있는 반면, 한국은 평가대상자인 교사들이 구체적인 평가내용을 정할 수 있도록 자율성을 부여하고 있다. 셋째, 한국과 일본의 평가내용은 매우 유사하게 이루어져 있으며 공통적으로 학습지도뿐만 아니라 생활지도를 평가요소로 포함하고 있다. 또한, 근무실적이나 수행능력뿐만 아니라 태도나 열의와 같은 정의(情意)적인 요소를 포함하고 있다. 넷째, 양국의 업적평가제도는 공통적으로 관리자에 의한 상대평가를 포함하고 있으나, 평가과정의 공정성과 관련하여 다면평가를 도입･확대하고 있는 한국의 교원업적평가제도에 대한 긍정적인 평가가 많았다. 다섯째, 교사평가제도의 핵심적인 목적인 교사의 전문성 및 책무성 향상과 관련하여 양국의 교사평가제도는 책무성 향상에 크게 기여하지 못하고 있으나, 일본의 면담을 통한 평가관련자들의 의사소통과 피드백은 교사의 전문성 향상에 유용하게 활용되고 있다. 교사평가를 통한 교사들의 전문성 향상과 책무성 강화를 위해서는 업무와 결과가 아닌 학교교육의 본질인 수업과 과정 중심의 교사평가가 이루어져야 하며, 이를 위해서 수업장학의 내실화와 평가제도의 연계, 평가관련자들 간의 충분한 의사소통 및 공유가 필요하다.
Abstract
Purpose: The purpose of this study is to compare and analyze the teacher evaluation system of elementary school in Korea and Japan from a system-based perspective using the meta-evaluation framework. Design/Methodology/Data/Approach: In-depth interviews were conducted with those involved in teacher evaluation in both countries along with the relevant literature review. Meta-evaluation refers to an evaluation of the evaluation system, whose framework consists of evaluation resources, evaluation execution, evaluation results and utilization. Findings/Results: First, Korea's teacher evaluation system has no linkage between two evaluation systems, while Japan's one is closely linked through interviews. Second, regarding the evaluation organization, Japanese principals decide a specific way of evaluation execution, while Korea gives autonomy to teachers. Third, the evaluation contents of Korea and Japan are very similar and include not only instruction ability but also guidance ability as evaluation factors. Fourth, although the performance evaluation system of both countries includes the relative evaluation by the supervisor, there were many positive opinions to Korea's teacher performance evaluation system which includes a multi-rater evaluation in relation to the fairness of the evaluation process. Fifth, the teacher evaluation system of the two countries does not contribute much to improving the professionality and accountability of teachers, which is the core purpose of the teacher evaluation system. However, communication and feedback of those involved in evaluation through the interviews in Japan are useful for improving the professionality of teachers. Value: These findings suggest the direction in which the two countries’ teacher evaluation system should move forward to develop the accountability and professionality of teachers.
