항만 공영부지계약 평가체계 도입 방향에 관한 연구 - 인천내항 중심으로 -

Abstract

Incheon Inner Port has its public land for emergencies and public uses. For the optimal use of the public land, IPA (Incheon Port Authority) has contracts with several companies (Terminal Operation Companies), letting the use of public land except emergencies and public uses, which results in practically permanent use. As another, the rate of the rent is much low compared to the rate of the adjacent land for private uses, less than one-fifth. This study aims to find out the possibilities to build a reflux system through an evaluation system, so as to increase port productivity and equity. This study also conducts case studies in similar areas. We selected several interest groups in Incheon Inner Port and made a questionnaire. We conducted a survey upon related organizations, companies and experts. The survey shows that users and non-users of TOC (Terminal Operation Company) in Incheon Inner Port have quite different perceptions to the current evaluation procedure; especially, non-users (companies) of the public land oppose the current system and require an evaluation system. This study suggests a new evaluation method to reduce the gaps of both parts and to sustain the use of the public land.
