Abstract

study aims at finding lessons to overcome the limitations of the citizen participation system in Korea by analyzing the New York City's experiences of the Community Board, which has been established as one of the urban planning methods for citizen participation. The New York City Community Board was initially created in 1951 as an official place in which to hear citizens' opinions on public matters that would affect the community and to play an advisory role to the Borough President for local issues on urban planning or budget. Subsequently it was developed to an independent agency to take responsibility and duty on land use and development by the City Charter amended in 1975. Through observing the Queens Community Board #7 in New York City for a year, this study has confirmed that citizen participation is one of the basic, essential tools for urban planning process. Now it has been settled as the core tool for decision-making at an independent community level through which citizens' voices can be reflected in the decision-making process for all issues on urban planning or development. This study may help Korea improve its citizen participation system.
