본 연구에서는 도시재생 연구개발사업의 기술수준을 진단하고 전망하기 위해 2-라운드 델파이를수행했다. 연구개발과제의 추진 여부를 결정하기 위한 분석은 기술전략을 수립하는 데 필수적이며, 이분석을 통해 중요도가 높고 성과 도출이 명확한 과제에 연구비를 집중적으로 지원함으로써 연구 성과의극대화를 도모할 수 있다. 본 연구에서는 관련 산·학·연 전문가를 대상으로 조사를 수행함으로써, 도시재생 연구개발사업의 각 세부과제의 기술적·경제사회적 측면에서의 중요성, 실현가능성과 실현시기, 정부지원방안과 사업추진의 장애요인에 대해 검토했으며, 그 결과를 바탕으로 기술수준과 중요도 지수에의한 포트폴리오를 구성하여 각 세부과제에 대한 평가를 수행했다. 조사 결과, 도시재생 연구개발사업의기대효과 측면에서 사업시행자에게는 국내 신규시장 창출을, 지역사회 주민에게는 도시환경 개선을, 정부에는 기존 자산의 활용에 의한 자원 절감과 보존을 가져다 줄 것으로 전망되었다. 연구개발 전후의 혜택수준을 비교한 결과, 연구개발의 편익이 매우 큰 것으로 나타났다. 과제의 성공을 위해서는 정부의산․학․연․관 연계 강화와 연구개발비 지원 강화가 필요하며, 전문인력의 부족이 도시재생 연구개발세부과제의 개발과 실현을 방해하는 가장 심각한 요인으로 분석되었다. 본 연구는 우리나라 도시재생 연구개발사업 전체에 대한 대규모 기술예측․기술수준 조사연구로서, 향후 동 사업의 수행과 평가에 필요한 기술성에 대한 진단과 전망 결과를 건설업체 등 관련 기관에 제공할 수 있을 것으로 기대된다.
Abstract
This paper carries out a 2-round Delphi survey on Korea’s urban renaissance R&D programs for evaluating and forecasting the technological level. The degree of importance, the probability of occurrence, the time of occurrence, the political actions needed, and main obstacles to the projects are also investigated. The analysis result on the survey can help to determine important projects and to maximize their performance by concentrating financial support on them. Based on the survey results, a portfolio is constructed according to the degree of importance and technological level to identify where to focus on. Our major findings are as follows. First, it is expected to provide some opportunities of new local markets creation to the enterprises, some improved environments to the local residents, and economization of resources to the government by utilizing current assets. Second, the effect of the R&D was identified to be significantly beneficial to related entities. Third,it was found that the cooperation among firms, academies, researches, and the government, with reinforcement of financing to the R&D, is a critical factor in the success of the projects, while the insufficiency of professional manpower was a main obstacle to the project. This study is a large-scale survey that covers the scopes of the overall national urban renaissance programs, and expects to provide valuable implications to formulate the strategies and to help performing and evaluating the programs.
