서울 도시경관에 대한 인식 변화와 차이에 관한 연구

본 연구는 1994년, 2004년, 2009년 시행된 설문조사의 비교를 통하여 시민인식의 변화를 고찰하고,2009년 설문조사의 구체적인 분석을 통하여 시민 및 전문가가 인식하는 서울의 경관 및 관리에 대한 이해를 도모한다. 분석 결과, 도시경관에 대한 높은 관심에도 불구하고 경관수준은 부정적으로 판단하고 있으며, 긍정적 인식 비율이 점차 감소한다. 3번의 설문결과 모두 남산과 한강이 서울의 대표경관으로 선정되었으며, 1994년 대표경관 중 하나로 선정된 63빌딩은 2009년 경복궁으로 바뀌었다. 시민들은 주변의 경관자원에 대한 배려 없이 무질서하게 들어서는 아파트 등 고층건축물을 서울의 문제경관으로 인식한다. 경관사업의 필요성은 공감하지만 신중한 시행을 요구하였으며, 경관규제 역시 필요성은 공감하지만 본인 대지의경관규제에 대한 찬성 비율은 감소한다. 경관관리방안 조사에서는 지구지정의 필요성 및 관리방안 등이도출되었다. 설문결과를 바탕으로 대표 및 문제경관을 대상으로 전략적 접근이 필요하며 규제보다는 유도중심의 경관관리 방안을 마련할 필요가 있다
Abstract
The study analyzes the shift in the perception of the urban landscape comparing the surveys of 1994, 2004 and 2009, and analyzes the survey of 2009 concretely. The study shows that people has high interest in landscape, but thinks it's level of Seoul negatively, and positive perception decreases gradually. Representative landscapes are Nam-mountain and Han-river for all three surveys. People think tall buildings without consideration of surrounding resources as problematic landscape. People understand the need of landscape improvement projects, however, they require careful implementation. They also agree on the need of landscape control, however, if it applies to the personal land, the agreement percentage decreases. Survey on the landscape management scheme deduces the need of designation of special districts and management methods. Based on the result of the study,strategic approach is required for the representative and problematic landscape, and it is useful to focus on the inducement rather than the control.
