Abstract
Since the launching of the long-term care insurance scheme of 2008, service quality control for nursing homes has been a constant and serious issue for South Korea. Over supply, excessive competition, and consumer complaints are also related to service quality issue. The purpose of this study is to diagnose the present service quality mechanism, to investigate its limits, and to suggest future direction of service quality control for nursing homes. For methodology, we employed a conceptual frame consisting of two concepts, ‘government regulation’ and ‘evaluation’. First, we briefly reviewed cases of the UK, Japan, the US, Australia within the frame. Then, by using the frame we analyzed the current service quality control system for nursing homes in Korea. Findings are as follows. First, when regulation as well as evaluation come with voluntary efforts among nursing homes toward nursing service quality improvement, a desirable service quality mechanism will be accomplished. Second, regulation is elastic with evaluation and/or voluntary efforts for quality improvement. Third, the role for gatekeeper of local governments should be strengthened. Finally, while NHIS has too much monopolistic power over long-term care system, their professional capacity for evaluation of nursing homes is weak.
