정신장애인의 제도적 공간 거주 경험

초록

본 연구에서는 정신장애인들이 제도적 공간에 거주한 경험을 총체적으로 이해하기 위하여 여러 제도적 공간에 거주했던 연구참여자들의 경험을 현상학적 연구방법을 통해 알아보았다. 연구참여자들의 제도적 공간 거주 경험은 수많은 제도적 공간을 드나들기, 공간 제한적이고 시간 제한적인 관계를 맺기, 폐쇄적 일상을 살기라는 세 가지 주제로 집약될 수 있었다. 연구참여자들은 제도적 공간을 스쳐 지나가면서 어딘가에 뿌리 내리기를 원했고, 공간과 시간에 제한되는 관계가 아닌 어느 곳에서나 오랜 기간 이어지는 관계를 희망했으며, 열려 있는 일상을 영위하기를 원했다. 이러한 연구결과를 토대로 정신장애인 거주를 위해 생애의 종단성을 배려하는 정책 수립, 주거 안정성을 우선하는 정책 수립, 정신장애인의 정착과 지역사회로의 개방이 모두 보장되는 정책 수립, 지역사회 정신보건정책과 현존하는 노숙 정책의 통합적 설계를 제언하였다.

Abstract

This paper discusses the experience of the mentally disabled who have been living in many of institutional facilities using qualitative case study. Their experience is expected to give us whole understanding how it is to live in public spaces such a long time. The analysis reveals that fundamental mode of being of participants is floating about so many spaces and relationships on closed everyday life from diachronic perspective. Participants desire to settle down, and wants to get permanent relationships on open and rooted life. The results underscores housing policies for the mentally disabled which considers longitude of life, which ensures the settlement, which pursues open as well as rooted life, which integrates homeless policies into a comprehensive whole.
