Abstract

This research aims to develop policies adopted by various levels of government organizations to stabilize middle income households in the short-term and increase the number of middle income households in the long-term. Middle income family is one that has income between 50% and 150% of median income of the mean national income. Middle income family supports sustainable growth of a society and functions as a buffer between low income family and high income family classes. The propositions are derived from various sources including analysis of global economic situations, survey research, and Porter’s national competitiveness model. Analyzed global economic conditions include economic crisis in EU zone, crisis stemmed from US financial cliff, potential impact of hard landing from Chinese hard landing of China, potential risks involved in Iran’s relations with other western countries, and increased risk of national protectionism for their trade. The uncertainties created by the global economic conditions forces us top develop carious short-term policies in order to prevent no more decreases in the number of middle income households. Short-term policies proposed in the present study include policies related to income preservation and re-employment for locality based middle income households, supporting working capitals for both self-employed and small and medium corporations, subsidizing housing and medical expenses, hiring temporary government work programs for middle income households in localities. Results form survey research and National competitiveness model suggest diverse long-term policies such as construction of a second state-owned airport in southern part of the peninsula, enhancing quality of skill and expertise of management and labor forces in local regions, developing new markets and increasing levels of globalization of local medium-sized companies, globalization of financial sector, enhancing the levels of globalization of companies unique to a locality, and supporting education for offsprings from middle income households. Brief summary of this study, contributions, and limitations are discussed in the conclusion.
