우리나라의 아동과 청소년은 지나친 입시위주의 경쟁과 교육으로 스트레스가 크다. 이 때문에 불안과 우울 등 정신건강상의 문제를 드러내고 있다. 그 결과로 학교 부적응, 학교폭력 등이 나타나고, 나중에는 자살이나 성인기의 사회적 문제가 나타날 위험이 있다. 이 문제를 해결하기 위해 정부 부처가 여러 사업을 집행 중이지만, 각 부처가 서로 이해를 달리해 협력이 부족하다. 이 연구는 문헌연구와 심층 인터뷰로 각 행위자가 어떤 입장을 가지고 있으며 어떤 해결 과제를 가지고 있는지 검토하고, 아동·청소년의 정신건강을 위한 정책을 연계하는 네트워크의 개선방안을 제안하는 것이 목적이다. 주요 행위자는 학부모, 담임교사, 상담교사, 교장·장학사 등 행정전문가, 서울시청과 서울시 교육청, 외부 전문기관 등이다. 이들은 서로 다른 이해관계를 가진 것은 물론 지나치리만큼 상호작용이 부족했다. 이들은 연계의 필요성과 방법에 큰 이견이 없었고, 연계 항목과 수준은 조율이 가능한 상태였다. 구조적 측면에서 학부모와 학교(교사)의 관계, 교사와 교육청의 관계는 수직적·비개방적이었다. 학교와 외부 전문기관은 협력 관계를 형성하지 못했다. 앞으로 정신건강 서비스를 연계하려면 자원을 많이 보유한 서울시 교육청이나 서울시청이 먼저 앞장설 필요가 있다. 또한 행위자가 서로 협의해 연계 시스템을 구축하는 것이 필요하다.
Abstract
Children and adolescents in South Korea are under severe stress due to excessive competition and education system narrowly focused on the Korean SAT(college admission test). As a result, mental health issues such as anxiety and depression among those children has risen. Such problems have led to school maladjustment and violence, which poses a risk of suicide or social problems in adulthood. To solve this problem, Government(ministries) are executing a number of policy projects, but lack cooperation with each other because they differ in their interests. The purpose of this study is to suggest ways to improve the network linking and association for the policies for mental health of children and adolescents by reviewing the policy literature and in-depth interviews to see what positions each actor has and what solutions they have. This study reveals that major actors were parents, homeroom teachers, counseling teachers, administrative experts such as principals and supervisors, Seoul Metropolitan Government, the Seoul Metropolitan Office of Education, and external counseling agencies. Not only did they have different interests, but they also lacked interactions. However they did not have much disagreement about the necessity and method of association, and the items and level of linkage were in a condition to be coordinated. In terms of structure, the relationship between parents and school(teacher) and between teachers and the education office were vertical and closed. Schools and external counseling agencies did not form cooperative relationships. In order to link mental health services in future, Seoul Metropolitan Office of Education or Seoul Metropolitan Government, which possesses a lot of resources, should take the lead. It is also necessary to establish an association system through consultation between actors.
