교육부의 학교기반 자살예방정책에 대한 현장전문가의 요구 탐색 및 향후 방향성 모색

본 연구는 청소년의 자살 및 정신건강문제에 대한 사회적 관심이 높아지는 가운데 교육부에서 시행하고 있는학생자살예방정책의 주된 성과와 향후 방향성 대한 요구를 파악하는데 목적이 있다. 이를 위해 자살예방정책 현장전문가9인을 대상으로 심층면담을 수행하였고, 수집된 자료는 질적내용분석 방법으로 분석하였다. 심층면담을 통해 도출된주요 방향성은 다음과 같다. 첫째, 학생 자살징후 조기발견 및 연계치유 지원을 위해 관리체계 개선 및 지역사회기반 연계치유 강화가 필요하다. 둘째, 생명존중 및 자살예방 교육 강화를 위해 교과과정 연계 자살예방교육을 위한구체적 지침이 마련되어야 하고 학교현장기반 매뉴얼 개발 및 보급이 필요하다. 셋째, 교원의 자살예방역량 강화및 학교 위기관리체계 구축을 위하여 교원 전문성 강화, 교육청 단위의 체계적인 전략이 필요하다. 넷째, 국가·사회적생명존중 문화 조성을 위해 유해정보 관리 및 접근 차단, 생명존중 캠페인을 통한 지속적 인식개선이 진행되어야한다. 다섯째, 과학적 자살예방정책 수립을 위한 근거기반 정책추진을 위해 심리부검 및 연구강화, 그리고 자살동향실시간 감시체계 구축을 위한 부처 간 협력을 위시한 제반 지원여건 확대가 필요하다. 이와 같은 결과를 바탕으로향후 학생자살예방정책의 내실화를 위한 교육부, 교육(지원)청, 그리고 학교의 구체적인 역할을 제안하였다.
Abstract
This study aims to examine achievements of students’ suicide prevention policies conducted by Ministry of Education (heareafter MOE), and analyze needs of related experts on future directions. 9 participants who were qualified with hands-on experience of suicide prevention policies were participated in in-depth interview. The following five categories of main directions were concluded. First, improving early screening system with intervention associated with community resources such as community mental health center, hospital should be implemented. Second, guidelines for suicide prevention education needs to be developed and disseminated based on school level. Third, specific strategies for empowering teachers' abilities to prevent suicide and improving crisis management system based on school are needed. Fourth, "culture of life" which meaning life respect condition under any circumstances should be promoted by conducting campaign, intercepting life-threatening information both online and offline. Last but not least, improving psychological autopsy, case registration, and conducting research should be implemented for evidence based policies. Based on the results, political and empirical suggestions were discussed focusing on the specific roles of MOE, each city office of education throughout schools.
