공공투자사업의 투자심사과정에 관한 연구 - 서울시를 사례로 -

Abstract

To improve Seoul's public investment decision-making process, this research first examines the position and the characteristics of the investment review system in the pubic investment decision-making process. Second, the investment review process is classified into four steps, and players and their roles in each phase are analyzed. Third, both general and phase-specific difficulties in the investment review process are examined, and how they related to constraints in time, manpower, information, and information asymmetry are explained. Fourth, mechanisms to resolve constraints in time, manpower, information, information asymmetry, and to make the investment review process more transparent are suggested. Due to limited available resources and closed-environment characteristics of the investment review process, specific issues that arise inside the process have not been scrutinized extensively in this research. Further research is necessary to analyze investment review process of specific project, to examine the specific roles and actions of advocates and patrons, what issues 'information constraint' and 'information asymmetry' raise, and what can be done about them.
