이 연구는 주택재개발에 따른 비자발적 주거이동이 세입자들에게 미치는 심리적 영향을 분석한다. 주택재개발을 주요 사업수단으로 하는 뉴타운사업에 있어 거주가구의 다수를 차지하는 세입자가구는 재개발사업 추진여부에 대한 의사결정과정에 참여하지 않았다는 점에서 ‘비자발적’ 주거이동을 경험한다. 비자발적 주거이동이 세입자들에게 주목할 만한 심리적 영향을 초래하는지를 확인하기 위하여 각기 다른개발단계에 있는 3개 뉴타운지구를 선정하여 심리적 영향을 조사, 분석하였다. 분석 결과, 평균값으로는심리적 영향을 확인하기 어려움에도 불구하고, 개인별로 볼 때 비자발적 주거이동은 세입자에게 정서적으로, 신체적으로, 그리고 가족관계에 대해 영향을 미치고 있음을 확인하였다. 심리적 영향은 주택재개발이 진행되면서 비자발적 주거가 임박할수록 더욱 증가하였다. 또한 비자발적 주거이동자의 연령이 높을수록, 거주기간이 길수록, 경제적 역량이 작을수록 심리적 영향이 크게 나타남을 확인하였다. 이 연구는세입자의 정신적 복지를 위해 비자발적 주거이동에 따른 심리적 영향이 주택재개발 정책에서 고려되어야하며, 이 주제에 대한 후속연구가 지속되어야 함을 제안하고 있다.
Abstract
The study investigates how public residential renewal policy affects psychologically the residing renters who are subject to the involuntary relocation. Seoul’s three residential renewal sites at different project phases are examined. The authors find that, although the average levels may not be significant, public renewal policy does affect the renters in terms of their emotional experience,physiological condition and family relations. The authors also find that the impact is increasingly intensified as the renewal project progresses: the closer to the move-out stage, the stronger the psychological impacts. The study suggests that the renters’ psychological well-being be an integral part of a balanced evaluation of public urban renewal policy, while calling for a fuller academic research on social impacts of planned renewal on the disadvantaged people.
