초록

본 연구의 목적은 통합적 기후변화 대응을 위한 도시 조성방안을 제시하는 것이다. 통합적 기후변화 대응 도시 조성방안을 제시하기 위해 계획부문과 계획영역으로 구성된 전략 틀과 이에 따른 전략 을약 60일간 30명의 전문가를 대상으로 총 3회에 걸친 델파이 설문조사를 통해 도출하였다. 본 연구는 도시차원에서 기후변화에 통합적으로 대응하기 위해 필요한 완화, 적응, 어울림으로 구성된 전략 틀을 제시하였다. 전략 틀의 세부 요소인 계획부문과 계획영역을 살펴보면 다음과 같다. 먼저 계획부문은 탄소저감과탄소흡착으로 구성된 완화, 열섬관리와 물관리로 구성된 적응, 운영방식과 어울림 활동으로 구성된 어울림으로 구성하였다. 그리고 계획영역에서 탄소저감은 에너지, 산업․자원, 도시공간구조, 건축으로, 탄소흡착 부문은 도시 숲, 농업으로, 열섬관리 부문은 온도 저감과 대기질 관리로, 물관리는 홍수 및 수량관리와 수질관리로, 운영방식은 거버넌스와 마을공동체로, 어울림 활동은 완화적응 프로그램, 생태산업클러스터 구축 프로그램, 주민교육 및 홍보프로그램, 공동체 활성화로 구성하였다. 본 연구는 위에서 제시한 16개의 계획 영역별로 42개의 전략을 제시하였다. 아울러 공간적 영역을 포함하고 있는 완화와 적응의 특성에 따라 완화, 적응 분야는 공간적, 물리적 계획 요소 중심으로 구성하였다. 또한 어울림은 완화, 적응을위한 비물리적 계획 요소를 포함하여 계획의 실행, 운영 체계 및 프로그램을 제시함으로써 물리적, 비물리적 계획 요소 간에 조화된 통합적 기후변화 대응 전략을 제시하였다

Abstract

This study intended to develop urban planning strategies in integrated response to climate change. The expert delphi survey method was employed to verify these planning components. The survey was performed three times for about 60 days by 30 experts majoring urban planning,environmental planning, climate change, and so on. Mitigation, adaptation, and cultivation were basic sectors to respond to climate change with integrated approach under city level. The detailed objectives included carbon-reduction, carbon-sequestration, controling urban heat island(UHI) effect, water management, operations and management system, and the cultivation activities. And the planning domains were composed of energy, industry and resources, urban spatial structure, architecture, urban forest and agriculture, urban heat reduction and air quality control, flood and water quantity management, water quality control, governance and community, mitigation-adaptation program,eco-industrial cluster development program, education and public relations(PR), and the vitalization of carbon-neutral eco-community. Also, this study developed the strategies in accordance with the planning sectors. The mitigation and adaptation, which include spatial sector, were composed of spatial and physical planning uints. The cultivation sector included operations and management system or planning system for mitigation and adaptation, so that this study could respond to climate change in an integrated manner, considering both physical and non-physical elements.
