본 연구는 서울시 도로포장 관리에 대한 전반적인 고찰과 분석을 위하여 서울시 도로포장 현황 및문제점을 파악하고 실무자 대상 심층면접조사를 실시하였다. 포장관리시스템을 이용하여 도로파손 발생과도로포장 상태를 분석하였다. 또한 구조적/재료적 측면과 관리적 측면의 도로포장 문제점을 제시하였다. 심층면접조사에서는 플랜트, 시공 및 감리 분야 실무자 의견을 통하여 도로포장 개선방안을 도출해 보았다. 주요 결론으로는 서울시 중하중과 여름철 집중호우에 의한 도로파손에 대한 대책이 필요하고 생애주기비용 분석을 통하여 획일적인 덧씌우기공법으로 인한 도로포장 조기파손의 문제점을 확인하였다. 설문조사결과, 실무자에 대한 교육의 강화와 내구성 향상 위주의 실제적 정책적용의 필요성이 제기되었다.
Abstract
In this study the status and problems of road pavement were raised and working-level officials in-depth interviews were conducted to consider and analyze the overall road pavement management in Seoul. Using the pavement management system(PMS), road damages and road pavement conditions were analyzed. And the road pavement problems in structural/material respect and management respect were issued. The improvement of road pavement was derived from in-depth interview of officials in charge of plant, construction and supervision. A counterplan is necessary for road damages due to heavy traffic and heavy rains. By performing Life Cycle Cost(LCC) analysis,the same way overlay results in early damages of road pavement. Working-level officials education needs to be strengthened and the necessity of durability improvement-oriented practical policy application was presented.
