서울디지털산업단지의 변화과정 분석과 클러스터로서 현재의 수준 평가

본 연구의 목적은 서울디지털산업단지의 성장과 변화과정을 진화론적 관점에서 분석하고, 클러스터로서 현재의 수준(발전단계)을 평가하는 것이다. 생애주기 모델에 의해 분석한 결과, 서울디지털산업단지는 1960년대부터 1990년대 후반까지 산업단지로서 ‘출현’, ‘성장’, ‘안정’, ‘쇠퇴’ 단계를 거쳤으며, 2000년대에 들어와 지식산업센터의 대량공급과 입주업종의 확대로 기업 및 고용자 수가 폭발적으로 증가하고 산업구조가 재편되면서 구로공단과는 전혀 다른 새로운 첨단산업단지(또는 클러스터)로서 재탄생하였음을 확인하였다. 또한 Capello 모델에 의해 클러스터로서 현재의 수준을 평가한 결과, 서울디지털산업단지는 현재 ‘클러스터’ 단계에 진입하였다고 판단되었다. 그러나 ‘혁신클러스터’로 발전하기 위해서는 교통 등 단지 인프라의 개선, 경제주체들 간의 협력체제 구축, 혁신역량의 강화 등 보완해야 할 점들이 많다.
Abstract
This study aims to analyze the growth and development of the Seoul Digital Industrial Complex(SDIC) from an evolutionary perspective and to evaluate its current development stage as a cluster. According to a life cycle model analysis, it has been identified that as an industrial complex, the SDIC went through the stages of ‘emergence’, ‘growth’, ‘sustainment’, ‘decline’ between the 1960s and the late 1990s. In the 2000s, due to a mass supply of ‘knowledge industry center’ and a widening variety of resident companies, the numbers of companies and workers went up and the industrial structure changed. As a result, the SDIC entered the stage of ‘emergence’ completely different from the Guro Industrial Park. And according to the evaluation of the SDIC’s current development stage it is judged that the SDIC has entered the ‘industrial cluster’ stage. However, there are many things to improve for it to grow as an ‘innovative cluster’, such as infrastructure improvement, cooperation between companies and other stakeholders, enhancement of innovative capabilities.
