영국의 유럽회의주의 전통과 유럽사 교육 : 영국의 브렉시트와 역사교육

영국은 2016년 6월 23일에 유럽연합(European Union, EU) 탈퇴, 브렉시트(Brexit) 여부를 묻는 국민투표를 실시했고결국 브렉시트를 결정했다. 영국인이 브렉시트를 결정하는데 영향을 끼친 요인은 무엇인가? 전통적으로 영국은 영국과유럽은 전혀 다르다는 인식을 가지고 있었으며, 유럽과 거리를 두는 정책을 취해왔고, 이러한 영국의 대유럽 정책은유럽연합에서의소극적 활동은 물론 브렉시트 결정에도 영향을 미쳤다. 이외에 영국 내에서는 영국의 고유한 영국정체성을 강조하는 역사교육이 영국의 미래의 행로를 결정하는데 중요한 영향을 미쳤다는 주장이 있다. 본고에서는 브렉시트를 추동했던 역동성 중의 하나로서 영국의 유럽사 인식과 유럽사 교육을 살펴보았다. 이를위해 본고에서는 첫째, 유럽연합의 유럽사 교육에 대한 영국 정치가들의 반응을 살펴보고, 영국의 유럽회의주의인식의 내력을 검토했다. 둘째, 브렉시트 직전 영국 역사가들의 브렉시트 논쟁을 고찰하고, 실제 영국의 유럽사 교육은어떤시각에서 이루어지고 있는지 들여다 보았다. 영국 정치가들은 유럽연합의 문화정책, 유럽사를 통한 유럽 정체성 함양에 비판적이 태도를 취하고 있는데, 이러한유럽회의주의 시각의 기원은 프랑스 혁명으로 거슬러 올라가며, 그러한 시각이 이후 지속적으로 영국의 유럽 정책에영향을 미치고 있다. 최근 지구사적 연구 방법이 도입되면서 영국 사학계도 영국사를 유럽사, 세계사의 맥락에서연구해야 한다는 주장이 확대되고 있으나, 여전히 영국 예외주의 관점에서 영국사를 연구하고 교육해야 한다고 주장하는연구자들과 정치가들이 있으며, 이들의 시각을 영국 역사교육에 반영하고 있다. 영국 역사교육과정과 교과서에서유럽사 내용은 점점 축소되고 있으며, 유럽사를 가르치더라도 유럽과는 영국과의 긴장, 갈등, 경쟁이라는 내러티브로, 유럽을 영국의 고유한 정체성에 도전하는 위협 세력이라는 점을 부각시키면서 유럽을 타자화하고 있다. 이러한 역사교육이 영국의 미래를 결정하는 영국인의 정치적 행위에도 영향을 미치고 있다. 영국의 사례는 역사교육이 한 사회의미래를 결정할 수 있다는 점을 염두에 두고 교육을 기획 및 실행할 필요가 있다는 시사점을 준다.
Abstract
The purpose of this article is to explore how British people have perceived the relationship between European history and British history, and how European history has been taught. On June 23, 2016, Britain voted for a referendum on Brexit. There has been various analyses of what led to the British people’s decision on the Brexit. the analyzes emphasized that economic and political issues were crucial to the decision of the British public. On the other hand, is was reported that nostalgia for the British empire and the British national identity were also important factors. The nationalistic and Eurosceptic perspectives have increasingly grown in the history curriculum and textbooks since the development of the first national curriculum. British history educators argue that these perspectives have influenced British people’s decision on Brexit and worry about the impact that nationalism could have on students. They call for more exposure to other cultures and world views.
