특수학교 설립에 대한 특수교육 관련인들의 인식 및 발전방향 탐색

본 연구는 특수학교 설립 및 운영과 관련한 특수교육 관련인들의 경험과 인식을 토대로 특수학교 설립과 운영에서의어려움과 문제점을 파악하고, 지역사회와의 연계를 강화하기 위한 특수학교의 역할 및 개선 방향을 알아보는 것을목적으로 하였다. 연구방법은 특수학교 설립 과정에 참여한 학교관리자 및 교육전문직 6인과 개설 요원으로 참여했던교사 5인에 대한 포커스그룹 면담을 통해 자료를 수집하고 지속적비교법으로 분석하였다. 연구결과 4개의 범주와13개의 주제가 도출되었다: 1) 특수학교 설립 경험Ⅰ: 특수학교 설립에 대한 장벽, 2)특수학교 설립 경험Ⅱ: 특수학교설립을 위해 쏟았던 다양한 노력들, 3) 특수학교 변화에 대한 요구, 4) 지역사회 기반의 특수학교 설립을 위한 개선방안. 이러한 결과를 근거로 지역사회주민들에 대한 장애인식개선, 지역사회와 연계 강화를 위한 상생 방안, 지자체와의협력, 특수학교의 소규모화와 특성화, 특수학교 하드웨어의 변화에 대해 논의하였다.
Abstract
The purpose of this study is to identify the difficulties and problems in the establishment and operation of special schools based on the experiences and perceptions of those involved in special education. This study tried to find out the role and direction of special education schools to strengthen the connection with the community. The research method was collected and analyzed by continuous comparison method through focus group interviews with school managers who participated in the special education school establishment process, six education professionals and five teachers who participated as school founding member. As a result, four categories and 13 themes were identified: 1) Experience in establishing a special education school I: Barriers to establishing a special education school, 2) Experience in establishing a special education school, II: Various efforts to build a special education school, and 3) Demands for change of special education school, and 4) Ways to improve community-based special education schools. Based on these results, we discussed the improvement of awareness of persons with disabilities, win-win strategies for strengthening connection with communities, cooperation with local governments, miniaturization and specialization of special education schools, and changes in special education school hardware.
