디지털 미디어 기반 통일교육 활성화 전략 탐색 : 통일교육원 컨설팅 사례

한반도 화해와 평화를 향한 남북, 북미 간 대화가 활성화되고 있는 가운데 통일 교육에 대한 관심과 변화의 요구도높아지고 있다. 본 연구는 통일부 산하 통일교육원에 대한 컨설팅 사례를 바탕으로 디지털 미디어 기반의 통일교육활성화 전략을 탐색하였다. 통일교육원은 2003년 이후 원격 통일교육을 지속적으로 운영하여 왔으나 참여대상이공무원이나 교원 중심으로 이루어져 전 국민을 대상으로 한 통일교육을 활성화하고자 하였다. 이러한 목적을 위한컨설팅 연구가 심층면담, 내용분석, 설문조사 등과 같은 혼합적 연구접근을 사용하여 수행되었다. 연구 결과는 우선통일교육원의 기존 원격 통일교육의 내용, 대상, 운영체제 및 조직과 관련한 현황 이슈를 ‘안정적 운영 속에 가려진결핍된 부분의 도출’이라는 주제아래 논의하였다. 둘째, 이해관계자의 요구와 관련한 ‘변화의 욕구와 현실적 문제의충돌’을 콘텐츠 측면, 조직 및 인력 측면, 바람직한 통일교육 모델에 대한 인식 측면에서 논의하였다. 셋째, 교육대상자대상 설문조사 결과를 참여경로, 참여이유, 선호 콘텐츠에 대한 요구, 적정 학습시간과 학습량과 관련하여 제시하였다. 이러한 컨설팅 결과를 바탕으로 본 연구는 디지털 미디어 기반의 통일교육의 활성화 전략으로 교육과정 측면에서는‘통일교육 콘텐츠 다변화 및 융합전략’, ‘마이크로 학습전략의 도입’, ‘콘텐츠 학습 민첩성의 강화’, ‘온·오프라인 교육의유기적 연계’, ‘참여 동기와 성과지표의 차별화: 디지털 배지 활용’의 방안들을 제시하였다. 또한 운영시스템 측면에서‘공급자 중심에서 사용자 중심으로의 전환’, ‘모바일 중심 접근성 강화’, ‘SNS를 활용한 콘텐츠 접근성의 개선’, ‘학습지원 인력의 전문성강화와 업무 고도화’의 방안을 제시하였다. 이러한 활성화 전략들은 통일교육원의 변화방향 뿐만아니라 통일교육 전반의 활성화에 있어서도 의미 있는 시사점을 제공할 것이다. 본 연구에서 논의된 내용들이 통일부가추구하는 ‘학습자 특성에 맞는 통일교육’, ‘다양한 가치관과 태도를 기르는 통합적인 통일교육’, ‘학습자 중심의 통일교육’, ‘흥미와 관심을 증진하는 다양한 방법의 통일교육’ 방안 마련에 기여할 수 있기를 바란다.
Abstract
Since the peace talks among South Korea, North Korea, and United States were activated, there have been increasing interests and needs for unification education in Korea. This study explores activating strategies for digital media based unification education. This exploration is based on a case study on an unification education institution which has taken an important role for Korean unification education. The study was conducted for 3 month from October to December, 2017. The study used a mixed research methods such as content analysis, in-depth interview, and surveys. The research results deals with three findings from content analysis, in-depth interviews, and surveys. First, the current status about educational contents, audiences, organizational systems was discussed under the topic of ‘derivation of deficiencies hidden in stable operation’. Second, the stakeholder needs were discussed in terms of contents, organizational human resources, desirable unification education models. Third, the survey results were presented regarding participation route, motivation, preferable contents, appropriate learning time and amount. Based on these consulting results, this study suggests seven activating strategies such as ‘convergence strategies of unification education contents’, ‘organic connections between online and offline education’, ‘introducing micro learning strategies’, ‘reinforcement of contents agility’, ‘transition from supplier-centered to user-centered service’, ‘mobile-first strategy on accessibility’, and ‘differentiation of participative motivation and success indicators: use of digital badge’.
