Abstract

This study is focused on the early childhood education and care system in Korea. I hereby analyzed the related law, materials, theses authorized by the academic society, technical books, some pieces of information reported by the press, as well as internet-based data. Other than these, I had interview with supervisors, kindergarten teacher, day care center teacher about dual system of the early childhood education and care system. The correspondent results are as follows:First, as for the unity of curriculum, it is to improve the relations between education and nursery, so that children experience the same program, no matter what school they go to. Second, about the unity of the qualification for kindergarten teachers and child-carer, we can find the solution by respecting both sides. At the same time, the government and the teacher training institutes need to collaborate so as to reflect the qualification of teachers for high-quality education. Third., it has many problems in relation to the matter of the ministry of the Education, Science and Technology and the Health, Welfare and Family affairs, financial things, social welfare service matters. Forth, the reason for hindering advancement on the early childhood education were discussions on the dual system classifies by age, on the quality of education for over 3-year-old children. It also suggests that the government should approach this issue with a great care, regardless of the employment of the parent or the age of the child. Above all, the controversial issues and policies should focus on children-based education that guarantees the best benefits to children.
