Abstract

Since politically the Korean Peninsula has been making a wide stride toward an end to the Cold War regime and a distant goal of unification, the time has come to plan some projects to provide aid to North Korea as a preparation for unification, or at least in terms of Official Development Assistance (ODA). Therefore, issues related to vocational competency development of North Korean citizens must be an important agenda in the field of education and training. To better respond to the core agenda of vocational competency development that might happen after unification, the purpose of this study is to examine North Korean citizens' job-related dispositions, consciousness, behavior patterns and their basic career skills. To accomplish this purpose, an analytical approach is adopted in the study. With this approach, the consultants working in a center operated to help North Korean defectors to settle down in South Korea can understand North Korean citizens' job-related habitus through closely examining their job-related dispositions, consciousness and behavior patterns. The research results indicate that North Korean citizens have a strong sense of responsibility towards their jobs. However, North Korean citizens are emotionally different from South Korean citizens in that they encountered difficulties in concepts related to time and appointment, and also in straightforward ways of communication. This tendency may sometimes be interpreted as a lack of patience, and they all agree on the fact that men in particular have a high level of self-esteem. In addition, North Korean defectors experienced a lower level of labor intensity back in North Korea, got used to following orders and accordingly lacked autonomy and creativity, which is closely related to the authoritarian socialist regime in North Korea. What is more, the results show that a considerable number of North Koreans lack literacy skills and learning abilities after the March of Suffering.
