교육청 소유 유휴지 관리 실태 및 활용 방안 연구 : K교육청을 중심으로

Abstract

The purpose of this study is to examine the theoretical contents of the idle land under the jurisdiction of the Office of Education, to ensure the demands of the educational community, and to develop policy suggestions for the effective idle land management and utilization. For this, the previous studies related to idle land were reviewed, the statistical data was analyzed focused on the current status of K Office of Education-owned idle land, and the survey and focused group interviews were carried out to draw the direction of the utilization of idle land. As a result of the study, the problem was raised that it is difficult to map out a mid and long term systematic strategy for idle land management and utilization in the current state of K Office of Education. The present management system was turned out to be difficult to reflect the awareness of educational players from actual school sites. As a policy suggestion to solve this problem, first, the policy planning department for the idle land utilization needs to be built up to secure professionalism. Second, the committee, consisting of outside experts and major educational players, is required to make decisions related to the utilization of idle land. Third, the public offering project for the use of idle land based on school level is to be promoted. Fourth, mid and long term policies need to be implemented and to come up with follow up research conducted by land and education administration experts. Finally, the middle support center, which is to be organized by local government and education office, is suggested to be developed as a local level governance system for land utilization.
