Abstract

This study examines how educational benefits and burdens are distributed within the high school credit system and the recognition of out-of-school learning credits — policies commonly framed as “student-centered” reforms. Although both initiatives are designed to broaden course options and support individualized learning pathways, the study questions whether this expansion produces equitable educational outcomes in practice. It explores how learning opportunities are allocated, how extending learning beyond traditional school settings affects equity; and how benefits and responsibilities are reallocated among students, teachers, universities, educational administrations, and local communities. Using a qualitative research design, this study integrates policy document analysis, a case study of the Gyeonggi Shared School, and a comparative review of related systems in the United States, Finland, and Japan. Fraser’s concepts of distribution and recognition, as well as Dewey’s theory of experiential education, guided the analysis. The findings indicate that while the high school credit system formally increases student choice, it also shifts responsibility for academic achievement and career decision-making onto individual students, effectively transforming equality of choice into inequality of outcomes. Similarly, although the recognition of out-of-school learning credits broadens learning opportunities, it simultaneously reinforces regional disparities in access and recognition. The study concludes that truly student-centered educational reforms must be grounded in principles of educational justice, rather than driven primarily by institutional efficiency.
