제2차 세계대전 이 후 세계 각국의 괄목할만한 경제성장 이면에 저개발국가(제3세계 국가)들의 저발전 및 빈곤은 계속되고 있다. 이러한 상황에서 여러 국가들은 새천년개발계획(MDGs)와 같은 공동의 목표를 세우고 빈곤과 기아 없는 지구협동사회를 이룩하고자 노력하고 있다. 그러나 현대사회의 복잡성 및 다양성, 이에 따른 발전의 정의 변화 등으로 인해 발전에 관한 새로운 규범적 준거틀 마련이 요구된다. 이러한 맥락에서 본 연구는 Amartya Sen의 자유로서의 발전적 측면에서 제3세계 국가의 발전의 규범적 준거틀을 찾고자 하였다. Sen은 자유는 발전의 수단적 기능 뿐만 아니라 목적으로서의 기능도 한다고 주장한다. 즉, 다양한 구조하에서 자유의 확장을 통해, 인간이 필요한 일을 스스로 할 수 있는 capability가 증진되어 삶이 더 부유하게 되고 구속으로부터 벗어날 수 있게 되는 것이다. 이는 제3세계 국가의 발전을 단순히 물질적 빈곤극복이나 인간의 질적 성숙 등으로 보고, 이론적 · 피상적 논의만 하였던 이전의 다른 학자들의 논의와는 다른 규범적이면서도 실재적인 논의라고 할 수 있다. Sen의 제3세계 국가의 발전에 관한 관점은 발전이 물질적 측면이나 내면적 주관성에만 근거해서도 안되며, 어느정도 객관적이면서 다양한 사회적 삶의 여러 측면들을 골고루 반영하되 전체적으로 하나의 논리적인 이론체계를 갖추고 있어야 함을 강하게 보여준다. 이에 따라 Sen의 주장들은 제3세계 국가 발전의 규범적 준거 및 논리적 필연성을 제공해 준다는 측면에서 매우 유용하다.
Abstract
The global economy has developed since the World War Ⅱ. But the underdevelopment and poverty of the third world still continues. In this context, nations and aid agencies across the globe try to achieve Global Cooperation Society without poverty and famines. However, both the complexity and diversity of modern society and the change of development definition require new normative framework about development. This study aims to examine the normative framework about the development in the third world in the view of Amartya Sen's development as freedom. Sen argued that freedom serves as instrumental function as well as purposive function. Under various structures, the expansion of freedom can make one's life rich and free from restriction by improving capability that one can be independent. That is, Sen's perspective is not theoretical and superficial arguments that development is the deduction of material poverty or qualitative mature of human, but normative and practical arguments. Sen's perspective about the third world development confirmed that development should be based on not only material aspect and internal subjectivity but also various objective aspects of social life. Furthermore, Development should construct a logical theory. Therefore, Sen's perspectives will be invaluable by providing normative framework and logical necessity about development in the third world.
