Abstract
Today, in the 21st century, there are two kinds of human beings. The first one is the majority of people who belong to the members of a national state and have become citizens. The other one is the minority of human beings who are forced to become refugees or half-refugees and be identified as diasporas. Our Time demands that ethics education deals with the contents knowledge which has global view to harmony with hetero- nation or hetero-culture Diasporas who are characterized by multi-identity and multi-locality are affected by the public conception of nations for example national community concept based on rigid pure blood. Modern national states have guaranteed human rights such as the civic right and the right of life to their citizens. However, these rights apply only to their own citizens, excluding non-citizens. Based on the prospective mentioned above, this article deals with the lives of diasporas, especially through the example of an Korean diaspora in Japan, Seo Kyungsik who has pointed out the problems of unprotected diasporas. I think that this article will help us to understand their sufferings and pay more attention to their lives. Now, it is time that we should reconsider whether the difference between a citizen and a non- citizen can be a measuring stick that divides humans into two groups and a cause for suppressing non citizens. However, Seo Kyungsik hopes that if people, who have shared the history of hardship , think themselves as Koreans, then they must be respected and be allowed to participate as equal members of the community regardless of their race, origin, nationality, language and culture. Strictly speaking, the formation of a nation is an artificial process, for example, national language, national literature, national hero and etc. Despite this inconsistency, modern nations respect only the human rights of people who belong to certain countries and have citizenships. If we accept the idea that all human beings are one humankind with dignity, we can not help ourselves deliberating over our responsibility of acknowledging diasporas' freedom of stay and pursuit of happiness. In this article, I carefully listen to the appeals and demands of Seo Kyungsik and examine the validity of his arguments furthermore all diasporas and then search ways to live peacefully with diasporas. In this study, we can maybe build the content knowledge of moral education such as universal global ethics including harmony between national ethics and global ethics.
