본 연구의 목적은 연구 윤리의 원칙 및 연구 윤리의 쟁점을 논하고, 나아가 연구 윤리의 제도화 방안을 모색하는데 있다. 생명 의료 분야뿐만 아니라 사회과학 혹은 교육 분야에서도 인간을 대상으로 하는 연구의 경우에 윤리 문제가 심각하게 대두되고 있다. 본 연구에서는 연구 윤리를 구성하는 기본 원칙으로 인격과 자율성의 존중, 선행과 해악금지, 정의, 신뢰를 제시하였고, 연구 윤리가 적용되는 쟁점을 연구 계획, 연구 참여자 선정, 동의서 작성, 프라이버시와 비밀 보장, 지적 재산권으로 나누고 연구자가 지켜야 할 윤리적 행동에 대하여 논하였다. 연구자의 연구 윤리 함양을 위해서는 교육적 노력과 제도화 방안을 제시하였다. 교육적 노력으로는 연구자 혹은 미래의 연구자가 되는 대학생, 대학원생을 대상으로 하는 연구 윤리 강좌의 개설이 요구되었으며, 교육 방법으로는 역할놀이, 작문, 퀴즈, 보고서, 실제 딜레마 토론 등이 제시되었다. 제도적 방안으로는 국가 차원과 대학을 포함한 각 연구 기관에 연구 심의 위원회를 발족하고, 인간을 참여시키는 연구에 대한 통제와 심의 기능을 담당시키는 방안이 제시되었다. 마지막으로, 연구자들의 연구 윤리 의식에 대한 광범위한 조사 연구의 필요성이 제기되었다.
Abstract
The purpose of this study is to discuss the principles and issues in research ethics and to investigate the way of institutionalization in research ethics. Nowadays the ethical problems in the research studies which human participates become serious in social science or education research area well as in bio-medical research area. This study presents respect for persons and autonomy, beneficence and non-maleficence, justice, trust as the principles of research ethics. The study also discuss five issues: planning research, recruitment of research participants, informed consent, privacy and confidentiality, authorship and intellectual property. Educational and institutional efforts are suggested to enhance the researchers' ethical competence. In educational efforts, the open of the class in research ethics is suggested for researchers, graduate students, and college students. Role playing, writing, quiz, report, and real dilemma discussion are recommended as instructional methods in research ethics class. In institutional report, it is suggested that Institutional Review Boards(IRB) have to be organized in both national and university levels in order to control and to advise the research process in which human participates. Lastly, the necessity of broad survey about researchers' ethical competency is suggested.
