과학선진국의 연구윤리 가이드라인과 한국사회에의 시사점- 미국 · 영국 · 독일 · 덴마크 사례를 중심으로 -

최근 과학연구의 윤리 문제가 사회적 쟁점으로 떠오르게 된 것은 연구 업적과성과에 대한 평가가 강화되면서 의도적이고 무모한 부정행위가 급증한 때문이다. 한국의 경우 세계적 오욕을 자초한 ‘황우석 스캔들’을 계기로 연구윤리의 중요성이사회적으로 널리 각인되었으며, 연구부정행위 척결을 위한 방안들이 다각적으로모색되었다. 본 연구의 목적은 주요 과학선진국의 연구기관 및 연구지원기관의 연구윤리 규정과 가이드라인을 총괄적으로 비교 검토함으로써 한국 실정에 맞는 연구윤리 가이드라인의 확립을 위한 논점과 시사점을 도출하는 데 있다. 연구결과,부정행위의 명문화 → 적발 → 처벌이라는 공식 절차의 제도화 이외에 개방적 토론 → 연구준행의 도출 → 홍보교육 → 자율규제 등으로 이어지는 학문체계의 자기교정 노력이 좋은 연구윤리의 확립에 필수불가결한 조건임이 확인되었다. 이를뒷받침하기 위해서는, 첫째, 과학계라는 학문공동체에서 준수되어야 할 이상으로서의 과학자 윤리와 ‘위반의 규범’(norms of evasion)이 횡횡하는 현실세계에서 유통되는 실질적 생활윤리 사이의 간극을 고려한 과학연구의 적정 윤리 준칙이정립되어야 하며, 둘째, ‘법대로 살면 손해 본다’는 식의 탈법의식이 만연한 사회문화적 의식의 한계를 초극할 수 있는 과학윤리 교육 및 체화 방안이 강구되어야한다.
Abstract
By the time when research competition was intensified around the academia, intentional research misconducts started to be proliferated and "ethics of scientific research" emerged as one of the critical issues in and outside the scientific community. This paper aims to explore ideas that are necessary to construct a new guideline for science research ethics in Korea. It seeks to compare the guidelines of four leading countries, such as United States, Great Britain, Germany, and Denmark, to that of Korea in terms of following aspects including topics and contents, definition of scientific isconduct, institutional responsibilities, means of conflict resolution, rievance procedure, data collection, reporting and application of research results. It is concluded that besides the formal procedures of stipulation, detection and punishment, a series of self-corrective procedures composed of open debate, autonomous rule setting, dissemination, and self regulation need to be accompanied in order to enhance the research ethics of Korean scientific community. Two supplementary requirements are also identified. One is the development of ethical principles that can satisfy contradictory requirements of ideal culture of scientific world and real culture of social world. The other is the renovation of current ethical education and ethical training in order to cope with the challenges from the existing societal arrangement that still allows for illegal behaviors of various kinds.
