Abstract
Embracement of the ride-sharing app functioning platform brings challenges to the incumbent regulatory system centered on taxi, including transition to the self-regulation by ride-sharing app and emergence of ride-sharing app drivers having indeterminate legal status. Accordingly, embracement of ride-sharing app is influenced by many factors like status of taxi service supply by incumbent taxi industry, structure of regulatory system of taxi industry, composition and status of taxi and ride-sharing app drivers, developmental stages of automated vehicle as related industry. Contrary to the U.S. which has successfully embraced ride-sharing app with enactment of transportation network company, forementioned- factors affects negatively in transition of taxi regulation in Korea where taxi service is oversupplied by mainly individual medallion taxi drivers. These negative factors will be remained by advent of automated vehicle which comes as innovation in near future and should be ameliorated by consistent policy implementation for the taxi industry’s preparation.
