Abstract
This study shows that St. Petersburg political elites retained its position as a centre of change in Russia. And the unprecedented and sudden political and economic changes in Russia after 1991 were to a great extent initiated and supported by St. Petersburg elites. During the years of 1991-1996, the first democratically elected mayor of St. Petersburg, Anatolii Sobchak, worked intensively to restore St. Petersburg's former glory and status as a democratic city. However, his plans to turn St. petersburg in to a substantive democracy of the city was not achieved. And under Putin's regime, St. petersburg' political elites were appointed to many ministries. It means that the political position of St. petersburg became more important. But, in the other side, it explains that the political position of St. petersburg is apt to subordination to Moscow. The framework which I have employed to asses relationship between Moscow and St. petersburg elites produces two conclusions. The first is that the political coalition with Moscow will be used for a good position of St. petersburg elites. But some examples of the change along vertical lines include federal government control over the appointment of city mayor or the partial subordination of city electoral program to the central one. Second, the trend toward competition between Moscow and St. petersburg may give the chances of political developments in St. petersburg. After Putin introduced the policy of recentralization, scholars expressed fear of the violation of democratic principles and they were especially concerned with changing the federal system. Therefore, for the future of St. petersburg, the relations between Moscow and regions is important.
