고유가의 영향과 동북아 석유 수요 구조 하에서의 한국의 전략방안 - 대체공급원으로서의 러시아를 중심으로 -

동북아 지역은 산유국들과 지리적으로 멀리 떨어져 있을 뿐만 아니라 대체 에너지 공급원이 없기 때문에 다른 지역-북미, 유럽 등-에 비해 프리미엄을 주고 석유를 수입하고 있다. 본 연구에서는 오일 쇼크가 우리나라 경제에 미치는 영향을 분석하고, 대체 석유 공급원으로서 러시아와 카스피해 지역을 검토한 뒤 에너지 수급 안정을 위한 우리나라의 전략적 방안을 제시하였다. 연구의 결과 오일 쇼크의 영향은 과거에 비해 크지 않은 것으로 판단되지만, 배럴당 80달러를 넘어서게 되면 우리나라 경제에 영향을 미칠 것으로 분석되었다. 대체 석유 공급원으로서 러시아와 카스피해 지역을 검토한 결과 카스피해 지역은 지리적으로 원거리에 위치하고 있어 경제성이 없는 것으로 판명된 반면, 러시아는 유력한 에너지 공급원으로서의 역할을 할 것으로 기대된다. 이러한 상황에서 우리나라가 활용할 수 있는 전략으로 동북아 석유 수급 안정화를 위한 한, 중, 일 3개국의 협력 모색, 대체 에너지 자원의 개발, 러시아에 대한 적극적인 외교, 에너지 절약을 위한 산업구조의 변환 등이 검토 되었다.

Abstract

East Asian region is located far from major oil suppling countries and doesn't have a substitutional oil supply channel. For this reason the region pays an additional premium for oil imports compared to U.S. or Europe. In this paper we first analyzed the effect of oil shock to Korean economy and then examined Russia and Caspian Sea as a substitutional supply channel and finally suggested a Korea's policy strategy for stabilizing oil supply. The main result of our study is as follows: The effect of oil shock to Korea is not so significant at the moment, but the situation would be different if the price of oil per barrel would go over than US$80. From the examination of Russia and Caspian Sea as a substitutional oil supply channel, Caspian Sea proved to be uneconomic as it is located far from East Asia, but Russia is expected to be a major oil supplier for East Asia. In this situation Korea is advised to set up and use the following strategies: play a role as an organizer for cooperation of three countries(Korea, China, and Japan), develop substitutional energy sources, make strong relationship with Russian Federation, and change the industrial structure for energy.
