Abstract
This paper aims at weighing the possibilities of regional cooperation and its prospects in Northeast Asia (NEA) by analyzing current situation and problems in energy cooperation in the NEA region. In so doing this paper sheds light on energy policy of Russia, the only supplier of energy resources in the region, and its relationship with other NEA countries with regard to energy issues. Above all, Russia's lukewarm attitudes toward regional energy cooperation are, to a large extent, driven by the structure of energy market in the NEA region. That is, because of the market structure of 'monopolistic supply and competitive oligopsony,' Russia's motivations for actively pursuing cooperation with other NEA countries in the energy sector are not so strong. And since the Russian government is intent on increasing its own control over the energy sector, Moscow prefers bilateral cooperation to multilateral one with consumer countries. Further, Russians try to maximize their interests by rendering the conditions for cooperation comprehensive and ambiguous. Such attitudes and tactics were epitomized in the projects of East Siberian natural gas and petroleum pipeline projects. Given such a complicated situation, it is not likely that multilateral energy cooperation in NEA will be realized in the forseeable future. But we have recently witnessed that cooperative efforts among NEA countries including the sharing and swapping of petroleum reserves began to appear. And discussions about the shaping of multilateral energy cooperation in the NEA region are in progress. While such process requires enormous efforts and will take quite a long time, multilateral cooperation in the energy sector is conducive to the development of a more comprehensive regional cooperation in the NEA region.
