러시아 장애인 복지정책의 발달과정에 대한 소고(溯考)

Abstract

In 1989, the Soviet government established the 'law on the social protection of invalids in the Russian Federation.' Based on the United Nations' 'welfare act for disabled people,' it is a guarantee of humanitarian living standards and rights for its people, whether they're disabled or non-disabled, by the country and local governments. Since the collapse of the Soviet Union in 1991 and after adopting the market economic system, the Russian government realized the need for changes in its policies, following revision of laws in several areas. And they tried to figure out how to realize humanitarian dignity for the disabled people in the 'welfare act for disabled people' by securing social responsibility and reflecting them on the national policies, while modifying the basic idea to fit to the periodic circumstances. So the Russian government is trying hard to revolutionize the welfare policies for the disabled people as it passes through a transition period to adopt the market economy principles and democratic concepts. Such changes in the Russian government's the welfare policies for the disabled people and the outcomes can become a useful data in forecasting the direction of changes and effectiveness of all types of policies in North Korea, which has a different welfare system from South Korea's, and the future of the welfare for disabled people in North Korea.
