문재인 정부의 신북방정책 성과와 신정부의 과제 - 문화⋅교육 협력 분야를 중심으로 -

본 논문은 문재인 정부가 추진한 신북방정책 중에서 북방지역 국가와 문화⋅교육 분야에서 협력의 성과를 분석하고 신정부가 지속적으로 추진해 나가야 할 사업의 방안을 제안하는 데 있다. 이를위해 먼저, 북방지역 국가와의 문화⋅교육 분야 협력을 추진하기 위한 여건을 SWOT 분석을 통해알아보았다. 그리고 문재인 정부 신북방정책의 추진과제 중 문화⋅교육 분야 20개 세부과제의 성과로 인적교류 확대, 한국어⋅한국학 보급, K-콘텐츠 확산 및 수교 기념행사, 문화 ODA 확대, 독립유공자 유해 봉환 등의 분야로 정리하였다. 향후 우리 정부가 북방지역 국가와의 문화⋅교육 분야 협력을 확대하고 강화해 나가기 위한 방안으로 북방지역 국가에서 한류, 한국 문화, 한국 이미지 등에대한 정확한 실태조사, 이를 바탕으로 신한류 확산을 통한 인지도 및 호감도 제고, 한류 연계 문화산업 및 소비재 수출 지원 확대, 북방지역 문화⋅관광 산업육성 지원, 정부 간 협력 채널 신설⋅강화등 분야에서 정책과제의 지속적 발굴과 지원을 제안하였다.
Abstract
This paper aims to analyze the achievements of cooperation in the fields of culture and education with countries in the northern region among the New Northern Policy promoted by the Moon Jae-in government and to suggest a plan for the projects that the new government should continue to promote. To this end, first, the conditions for promoting cooperation in the cultural and educational fields with northern countries were investigated through SWOT analysis. And among the tasks of the Moon Jae-in government’s New Northern Policy, the achievements of 20 detailed tasks in the field of culture and education were organized into areas such as expanding people-to-people exchanges, disseminating Korean language and Korean studies, spreading K-content and commemorating the establishment of relations, expanding cultural ODA, and repatriating the remains of independence fighters. In the future, as a measure for the Korean government to expand and strengthen cooperation in the cultural and educational fields with countries in the northern region, It was proposed to conduct an accurate survey on the Korean Wave, Korean culture, and image of Korea in northern countries, based on this, continuously discover and support policy tasks in areas such as enhancement of awareness and favorability through the spread of the new Korean wave, expansion of support for Korean Wave-related cultural industries and export of consumer goods, support for nurturing cultural and tourism industries in the northern region, and establishment and reinforcement of intergovernmental cooperation channels.
